I have heard the same thing, but I don't know how exactly? He doesn't have any parents or anything from Australia, and he doesn't qualify on residency grounds (like Tamou did).

So therefore he can't play origin.

and apparently there is a rule if you have spent over 3 years living in one country you are eligible for selection by that Country if you didn't take part in the last World cup
