I don't think they check for that, it's everything from the moment the ball touches the dummy half's hand, from memory.

They were tough on tunnel balls at the start of the year and now you see a few a game and they don’t worry about it 🥴
 
Amazing discipline from Melbourne to give away only one penalty in the game no matter how long they hold the ball carrier down after an ineffective tackle or how frequently they’re within ten metres of the play the ball.
