Maybe just make the suspension Origin based? Treat it like a red card, if you're sent off, you miss the next game pretty much. You miss that match payment, replaces the fine, enough of a deterrent perhaps. I guess with G3 it rolls over and you can't be picked for G1 and are automatically not eligible. Then after that you're free to play.
