Doesn't explicitly say that he's upgraded for this year. The top 30 is currently full but hypothetically he could be taking Sullivan's spot if/when that opens up. Wouldn't change anything about his availability but would get him a bit more money this year which might help explain why he turned down other offers to stay (have to think he'd get more than 1-year offers elsewhere).
Winter is already a development player for this year and next as mentioned. Hagan will step right into Graham's spot there next year.
