The original post should say Wests members will get a letter - not Knights members.

Toohey also said the deal could be done by mid August, but the actual takeover will be on November 1st, which is apparently the start of the NRL financial year (contracts must go from Nov 1 to Nov 1 I suppose).
He also said Wests won't be paying 6 mill, which the NRL wanted, and part of the deal is that the NRL cover any liability towards Alex McKinnon and James McManus.

I'm very happy that wests won't be sending off 6 mill to be spent in Sydney, and have instead put 10 mill into the new training centre at the back of the stadium. That is very good for Newcastle.

Yeah - NRL wanted 6 mill to cover the debt.
Wests put 10 mill into the new training centre instead.

Wests were committed to putting the 10 million towards the centre of excellence already weren't they. Whether they used that in their bargaining with the NRL is who knows, they probably did.

But I don't believe the 6 million was in place of the 10 mill.

    - Rein and Lichaa are front runners to replace Kostjasyn. Rein has met with Knights already and Lichaa set to meet with them this week
    - Ese Ese to be announced as early as tomorrow and Watson is set to be given the green light to sign with knights this week also on a 3 yr deal
    - Gardner (Wests CEO) supports Brown So his job looks safe, Gidley's Job is up to him. They will sit down and talk to Matt and see if he wants to stay on,
    - Kostjasyn will take up a junior coaching role
    - Knights legends including Chief, Joey, were unanimous in support of Wests take over

The other 10 mill needs to come from the state government, not the NRL.
Wests were forced to put it in before the negotiations were complete because the state government wouldn't extend the deadline they had set for submissions. Wests wanted to delay putting it in so it was part of the whole deal, but couldn't.
